HOW TO: Purchase Cell Phones and Services

Summary: Use this guide for information on the purchase and disposal of cell phones and services.

What you, the employee, should doHow you should do it
1Determine who needs a cell phone
  1. UC Policy BFB G-46 states that faculty, staff and students may use electronic communications equipment and services for the purpose of conducting official University business.
  2. Employees using such equipment must complete an Electronic Equipment Agreement form. The form should be kept on file in the department.
2Select a cell phone service provider
  1. Choose from AT&T, Nextel, Sprint, T-Mobile or Verizon.
  2. Discounts on monthly rate plans, equipment and accessories are available. Refer to information at the Office of Information Technology (OIT) website, posted under the heading “Cellular Telephones.”
3Payment Method
  1. Utilize PALCard to pay for the purchase of cell phone equipment and monthly cell phone service.
  2. Cell phones must be billed to the University.
  3. The billing address provided to the cell phone provider must be a University address, and be the same as the PALCard-holder’s "billing address."
4Imputed Income/Cash Allowance Form
  1. The IRS has permitted the University of California to suspend imputed income/cash allowance for cell phone and cell service until January 31, 2010.
  2. The suspension is effective beginning 10/4/09 for bi-weekly employees, and 10/1/09 for monthly employees.
  3. Employees with University-paid cell phones and/or cell phone service, will not need to be paid the cash allowance and the imputed income amount.
5Documenting phone calls
  1. Documenting calls (date, phone #, person called and purpose) is not required if income is imputed and the employee stays within the minutes assigned.
  2. Documenting outgoing and incoming calls is required for phones shared by multiple employees.
    • Department must receive an exception to policy
    • Employees will not be charged imputed income
    • No personal calls are allowed
6Disposing of cell phones
  1. Cell phones are University property and must be returned when no longer used.
  2. Cell phones that will no longer be used, should be turned in to Equipment Management.
  3. Complete a Surplus Equipment form.
  4. Mail the completed form, along with the phone(s) to: Equipment Management, 264 Public Services, ZOT 6100
7Review cell phone policies
  1. UC Guidelines, Section VII – Responsibilities/Employees
    • UC policy regarding use of cell phones and hand-free devices while driving, is more restrictive than California’s Wireless Telephone Law (7/1/08).
    • Employees are required to avoid using a cell phone while operating motor vehicle
    • Hands-free devices for University-owned cell phones may be purchased for non-emergency response employees, but should not be used while operating a motor vehicle.
  2. Cell phones are a taxable fringe benefit
